The future of the fiscal rule in Colombia in a context of petroleum falling prices

Abstract

The finances of central governments have become increasingly important worldwide, even more since the International Monetary Fund (IMF) imposed it as a macroeconomic stability recipe for any nation at international level. In this context and always looking for safeguarding national finances in Colombia, a fiscal rule with specific goals for all governments is set to reduce the structural deficit year after year; but, as important as the income from petroleum revenues and the current international context is to the nation, it is difficult to anticipate that the Central National Government (CNG) fulfills these goals. This paper explains the evolution of public finances foregoing the fulfillment of that goal.
