Historical and budgetary review of cultural policies in Paraguay
Abstract
The public policy management system concerning culture in Paraguay was marked by circumstances experienced in the political, social, and economic spheres over the years, from its colonial period to the present day. In this scenario, the aim of this document is to conduct a historical and budgetary review of the cultural policies for development in Paraguay, besides identifying their main mechanisms for implementation. The methodology is of bibliographic documentary nature, with the use of descriptive analytical-synthetic methods. The results show that, although the cultural and creative sector in Paraguay was given greater impetus in the 1990s and, particularly in the late 2000s, the initiatives are still incipient. After this review, and despite the fact that the current National Culture Plan 2018-2023 reflects the great progress achieved in promoting culture in a scenario where globalization, technology, innovation, and the demographic bonus are imposed, we may conclude that there are elements that still need to be strengthened in aspects such as financing, greater impetus to other sectors, and the articulation among different actors necessary for cultural development.
