RESUMEN
La eficiencia es un valor social que tanto este, como el modo alcanzado, constituyen problemas culturales que debemos resolver, no solo para manejar el estado, sino también para modernizar nuestra sociedad y hacer competitivas a nuestras organizaciones y empresas.
