Selection of a Maturity Model for Construction Project Management

Abstract

This article presents a comparative analysis of project management maturity models with the aim of identifying the most suitable model for a Colombian organization in the water treatment sector. The study adopted a qualitative exploratory approach, combining a systematic literature review with a multi-criteria decision matrix to evaluate five widely recognized maturity models: OPM3, P3M3, CMMI, IPMA Delta, and KPMMM.
The comparison was based on key criteria including organizational coverage, sector applicability, risk management integration, implementation cost, methodological currency, and required organizational structure. The results indicate that the OPM3 model, developed by the Project Management Institute (PMI), offers the greatest alignment with the characteristics and needs of the sector. Its comprehensive integration of portfolio, program, and project management, together with strong strategic alignment, makes it particularly suitable. This study provides a replicable methodological approach for selecting maturity models in infrastructure and construction contexts across Latin America.
