Measurement of heritage from two paradigms: Wealth accounting and Latin American/Southern (complexity) environmental thought. Case of the Leopoldo Rother Market Square (Girardot)

Abstract

The objective of this article is to propose a reading of the richness of the heritage, based on the Leopoldo Rother Market Square case as a socio-cultural and built ecosystem of the municipality of Girardot within the framework of its declaration as BIC (Asset of Cultural Interest) and its consequent protection and guarantee of preservation through the PEMP (Special Management and Protection Plan), given according to resolution 1743 of 2020 of the ministry of culture. The mentioned reading is postulated as measurement, semantically disputing the concept, from two paradigms that are widely presented: wealth accounting (supported by bioaccounting, socioaccounting and countermetry) and the complexity approach, known as Latin American/Southern environmental thinking or the Colombian environmental movement, documented by thinkers such as Julio Carrizosa Umaña, Enrique Leff and Ángel Amaya, among others. others. The document supports why measurement and valuation should be carried out from these paradigms and not from the traditional economic-financial approach. It offers, at the same time, its own proposal based on the questions made and the findings of the research process itself. This measurement seeks to be illustrative and raise awareness of four social groups: (i) the territorial and governmental entities that can recognize the vast wealth of this context and from there make decisions and carry out procedures consistent with the PEMP, (ii) the social groups that are part of this context and use, recognize or are unaware of this wealth, (iii) the organizations that register and regulate the national accounting of wealth and (iv) the academy, managers, teachers and students, who from their field of power have the need to break paradigms on the scope and freedom of accounting and environmental sciences in transdisciplinary relationships with other knowledge to protect the country's wealth and heritage.
