Human capital and departmental monetary poverty in Colombia during the period 2010-2017
Abstract
This paper evaluates the relationship between human capital endowment -education, health, and nutritionand poverty in Bogotá, along with 23 departments of Colombia, during the period 2010-2017. The econometric estimation is performed using static panel data methodology, in particular short panel. The results suggest that education is a significant variable in explaining poverty levels, especially secondary and higher education. The results show that a 1% increase in the number of people with secondary education as a share of the economically active population decreases the incidence of monetary poverty by 0.43 %, while a 1 % increase in the number of people with higher education as a share of the economically active population decreases the incidence of monetary poverty by 0.39 %. Finally, there are substantial disparities in terms of poverty and human capital between Bogotá and the 23 departments, with the department of Chocó being the scenario with the highest poverty and lowest human capital endowment and Bogotá the scenario with the lowest poverty and highest human capital endowment.
